Filing boundary

Albania does not use one universal immigration filing channel. Airport-transit A, short-stay C, and long-stay D visas are route- and nationality-specific. The competent mission and current official instructions control online registration, evidence, originals, passport handling, payment, interview, and collection. Although MEFA directs applicants to e-visa.al, that endpoint failed current TLS certificate validation; Wayfinder must not transmit data to, automate, or rely on it until secure service is independently reverified. Ordinary residence and unique-permit requests use e-Albania. Instruction 95/2026 controls the current post-registration process, sends a provisional electronically sealed permit within one working day after correct FER-TIMS registration, and requires the foreigner to attend personally for the biometric document and card collection or activation. Article 81 special-category unique-permit cases retain a physical application route. A unique permit combines residence and work, with AKPA employment approval where required. Law 43/2025 and DCM 240/2026 move investor status from unique permit to residence and add a domestic-worker unique permit, while the public e-Albania unique-permit page still shows the former investor classification and omits domestic workers. DCM 240 makes both new procedures conditional on corresponding portal and electronic-system changes. The current investor-value joint instruction, authenticated portal options, fees, and representative-account behavior were not verified, so investor and domestic-worker routes remain confirmation-required research labels without a stated threshold or fee. Permanent residence is basis-specific after qualifying lawful residence; investor residence has its own staged renewal conditions. Ordinary citizenship acquisition is filed online through e-Albania and handled through State Police, the Ministry of Internal Affairs, other reviewing authorities, and the President. Under Joint Instruction 69/2025, ordinary citizenship acquisition under Article 17, including general naturalization and naturalization based on marriage, must be filed personally; a parent or legal guardian acts for a child under 14. A special power of attorney is accepted for a renunciation application filed inside Albania. Article 9 special programs follow a separate procedure under which the applicant or a power-of-attorney representative may present the request, while applicant-specific data and declarations remain personally signed. Directed originals or notarized documents and payment evidence are sent after online review; the oath is personal unless an official exception applies. Citizenship personal-filing and representation rules are sourced separately to Joint Instruction 69/2025 and the Article 9 special-program procedure in the official-source list; the dedicated representative source for this record covers single permits only. Representative participation

For the single-permit procedures addressed by DCM 240/2026, an application may be submitted by a private employment agency licensed under Albanian law or by an authorized person. The authorized person must not have participated in the recruitment procedure and may act only as legal representative for purposes of the application on behalf of the employer or the foreign national. When a licensed private employment agency or an authorized person submits the application, the corresponding authorization must be attached.
