Filing boundary
Angola has no universal channel. Separate the 99-country tourist schedule—98 under DP 189/23 plus the Philippines under DP 193/25—from five bilateral exemptions; confirm nationality/treaty terms. It is tourism-only: 30 days per entry/90 per year, no paid work or residence; study requires its own visa. A frontier visa requires an unforeseen, substantiated failure to obtain a consular visa; one entry; 15 nonrenewable days; no residence; paid activity only for installation, post-sale technical assistance, or similar statutory work. Work visas are employer-led, multiple-entry, employer/activity-specific, initially up to 365 days and renewable while the contract continues; no residence. DP 49/25 caps nonresident foreign workers at 30%; the remaining 70% comprises Angolans and resident foreign workers. The employer must show no qualified available national labor and vacancy publication, obtain the sector opinion, and prepare a contract-promise. Law 13/19 accepts a contract or promise in the visa file; DP 49/25 requires a valid work visa before the final contract. Treat promise-before-visa/final-contract-after-visa as reconciliation requiring mission confirmation. Within 30 days after work starts, the employer registers the contract/addendum at the local Centro de Emprego; each registration costs 5% of stated monthly remuneration through RUPE/CUT. A residence-establishment visa is not residence. Law 13/19 says 90 days; Lisbon guidance says 120. Confirm with mission/SME; apply for the residence title within 30 days after entry. Temporary residence is generally two years, equally renewable; permanent status after ten consecutive years is not automatic and its card lasts five years. File renewals 90–30 days pre-expiry; family channels differ abroad/inside Angola. GUE forms the entity, AIPEX/JUI registers investment, and SME controls immigration; none grants another's status. Investor visas are territorial, multiple-entry, up to two years and renewable, available to investor, representative, or procurator; only investor may pursue the three-year residence branch. Confirm repatriation-security timing. Nationality is separate; no unrestricted jus soli. Naturalization counts ten years from permanent-residence authorization. CAPAN controls evaluation/recommendation; applicant interview, exams, declarations, and oath are personal. Marriage/recognized union requires over five years, community of acquired property, continuing relationship, and Angolan spouse/partner consent/hearing. Confirm Law 2/16–DP 152/17 decision-maker conflict with Central Registry/CAPAN. No verified public API or automated end-to-end submission exists. Wayfinder may not share credentials, bypass CAPTCHA/MFA, automate portals, handle government fees, or transmit applicant data without an official integration, actor authority, and verifiable receipt. Representative participation
An advocate with active Angolan Bar Association registration may advise, prepare documents, perform preparatory registry and administrative acts under a mandate, represent a client before public bodies where accepted, and accompany the client. Foreign counsel must act through Angola-admitted counsel and may not directly contact Angolan institutions. Professional capacity does not override the route's named actor. A route-specific procuração and receiving-authority confirmation are required before counsel is described as able to deliver or file a dossier. Decree 163/20 permits an applicant or legal representative to sign specified residence applications; it creates no blanket authority for every visa, residence, work, business, or nationality step. For nationality, an incapable child may act through a legal representative; Decree 152/17 implements the minor-parent branch, while any non-minor incapacity requires authority confirmation. In the marriage/union route the foreign spouse or partner is the applicant; the Angolan spouse or partner supplies the statutory consent and participates in the required hearing. The parent, adoptive parent, interested adult, or designated institution remains the statutory actor for its route. Personal or nondelegable acts include identity and original-document checks, biometrics, applicant interviews, exams, declarations or signatures required before an officer, adoptee consent over age 14, spouse/partner consent or hearing, and the public nationality oath. CAPAN—not the applicant or representative—controls evaluation, interviews, evidence inquiries, and its recommendation. Naturalization is excluded from the general consular nationality-declaration mechanism. Electronic notification is not e-filing. Approval is not completion: authority review, publication, Central Registry entry, and the oath remain outside representative substitution. Mission- or route-specific attendance may also be required. Applicant, employer, representative, GUE, JUI, or SME credentials must not be shared or automated.
