Filing boundary

Bangladesh has no universal legal, appeal, payment, filing, or government-submission channel, and no public submission API was verified. Enacted text, Gazettes, and current authority notices control older guidance, forms, FAQs, draft policy, and third-party descriptions. Visa Policy 2006 is amended only through September 2016 and is not a 2026 consolidated rulebook; later Home Affairs circular links lack readable signed instruments. Immigration, registration, passport, entry, and citizenship rules remain separate. No consolidated Foreigners Order 1951, complete Registration Rules, or exemption chain was verified. Registration sources conflict on nationality scope, 90- or 180-day threshold, and seven- or fourteen-day deadline; do not automate. A visa, MRV, invitation, NVR, visa-on-arrival indication, extension, work recommendation, company, tax record, property, qualification, or professional credential never guarantees entry, stay, work, approval, or another status. MRV is prepared online, then printed, signed, and lodged through the proper mission or office. Visa on arrival remains a port-officer decision, and a visa does not authorize work. No general permanent-residence route, universal visa-refusal appeal, or universal immigration-review deadline was verified. Passport appeal is distinct from visa relief; capture the order, issuer, service date, remedy, deadline, and suspension effect. Citizenship routes, temporary-provisions status, dual nationality, renunciation, identity records, passport, and NVR remain distinct. Missing P.O. 149, Rules, and nationality-specific notifications block automation. The 2026 Foreign Donations Act and Regulations supersede older NGOAB assumptions. BIDA, BEZA, BEPZA, BHTPA, and NGOAB retain distinct employer, enterprise, applicant, account, recommendation, visa, security, tax, original-document, and personal-stage rules. Official sources conflict on fees, duration, ratios, evidence, and processing; never hardcode them. Finance Act 2026, current tax rules, Labour Amendment Act 2026, Registration Amendment Act 2026, and current Bangladesh Bank circulars overlay older material. Tax, VAT, customs, foreign exchange, labour, company, land, registration, work, and professional approval remain separate. Never hardcode a fee, deadline, processing time, threshold, ratio, tax, remittance, or account rule without current-source review. No primary source supports a blanket right or prohibition for every foreign natural person acquiring land; nationality, land class, location, use, vehicle, funding, permission, tax, registration, and foreign exchange require specialist review. The 2026 amendment authorizes digital registration only as prescribed, not universal end-to-end filing; sections 72, 73, and 77 are distinct remedies. Child-marriage section 19 requires special circumstances, best interests, court direction, and parent or guardian consent; consent alone is insufficient. Christian-divorce forum interaction remains unresolved. Guardianship, alternative care, adoption, custody, and immigration recognition are not interchangeable, and no general private-adoption route was verified. Apostille took effect 30 March 2025, but state objections require destination review. It authenticates origin, signature, seal, and capacity, not content, validity, or acceptance. Foreign-executed power-of-attorney sources conflict on apparent two-, three-, and four-month sequences versus MOFA six-month guidance; do not automate a deadline. Notarization, attestation, Apostille, registration, translation, and court admissibility are separate. Qualification equivalence is not professional licensure. Each regulator controls recognition, eligibility gates, examinations, registration, renewal, originals, and appearances. No establishing Act was verified for BPERB as a universal engineering-practice licence; NTRCA's current rules create route-specific barriers that generally exclude a foreign applicant. Act 55 of 2026 replaced the 2012 trafficking Act and transitional 2026 ordinance; offence and victim procedures require bilingual review. No verified national asylum statute or public application procedure was found. Protection, detention, removal, child, and fear-of-return matters require private urgent safety triage, consent, and Government, UNHCR, or specialist referral, never a simulated portal or contact through an alleged exploiter. Applicant, sponsor, employer, company, NGO, representative, advocate, court, tax, bank, land, registry, and regulator roles cannot be merged. Identity, credentials, originals, signature, consent, payment, interview, medical, biometrics, border inspection, testimony, oath, submission, decision, and collection remain actor-controlled where required. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.

Representative participation

Representation is route-, authority-, actor-, account-, date-, source-health-, and personal-stage-specific. Bangladesh missions initially issue visas; the Department of Immigration and Passports handles only the extension, passport, NVR, or other functions assigned to it; Special Branch and port officers control registration, immigration inspection, and visa-on-arrival stages. BIDA, BEZA, BEPZA, BHTPA, and NGOAB work-permit processes use different enterprise, employer, sponsor, foreign-national, security-clearance, recommendation, and personal-stage rules, and none makes a lawyer the statutory applicant. The MRV portal prepares an application for printing and route-specific lodging; it does not establish a universal electronic filing mandate. A company, NGO, employer, authorized enterprise user, applicant, tax representative, recognized agent, power-of-attorney holder, advocate, and foreign legal adviser are distinct roles. A recognized agent under civil procedure is not thereby a licensed advocate, a Bar Council advocate must satisfy current enrolment and citizenship rules, and a power-of-attorney holder cannot replace testimony about facts outside that holder's personal knowledge. Powers of attorney, notarial acts, company authority, tax representation, land representation, civil registration, and regulator authorizations apply only where the controlling procedure accepts them. Never share or impersonate an applicant, foreign national, sponsor, employer, enterprise, NGO, advocate, company, tax, banking, land, court, mission, immigration, or regulator account. Applicant identity, declarations, consent, signature, appearance, interview, original-document presentation, medical examination, fingerprints, biometrics, border inspection, testimony, oath, professional assessment or examination, payment authorization, final submission, decision, and collection remain personal or authority-controlled where required. Confirm the current instrument, authority, applicant role, account holder, mandate, signature, translation, legalization, appointment, fee, receipt, source health, and personal-stage rule before every action.
