Filing boundary
Bahrain has no universal immigration, visa, residence, work, nationality, passport, protection, civil-status, apostille, court, business, tax, property, professional, appeal, payment, or filing channel, and no public government submission API was verified. Current Arabic legislation and the Official Gazette published through the Legislation and Legal Opinion Commission control over English translations, portal summaries, FAQs, forms, guides, service update dates, and third-party copies. The current consolidated Arabic body of the Foreigners (Immigration and Residence) Law 1965 and the consolidated Decision 25 of 1976 visa rules were not discoverable through the official index; do not infer their full entry, cancellation, deportation, or appeal rules from old or secondary texts. The official 1980 amendment, current NPRA services, later fee decisions, Golden and Platinum instruments, LMRA law, and Labour Law remain separately bound. A visa, eVisa, exemption, invitation, residence permit, work permit, property, company, Golden or Platinum status, qualification, or professional licence never guarantees border admission or another status. Visitors and students may not work; the passport officer retains entry discretion; nationality and visa-on-arrival lists change and must be checked through the live eVisa service. Guarantor, authorized-person, applicant-inside or outside, evidence, duration, fee, and account rules are route-specific. NPRA's extension page has an unresolved applicant-location conflict, and its self-sponsor family page mixes property-owner and dependant content; neither defect may become automated logic. Residence and work are independent permissions. Investor, retiree, property-owner, family, Golden, Platinum, dependant, student, newborn, grace, cancellation, and return routes remain separate. Golden is renewable ten-year residence under Decision 20 of 2022, not unconditional permanent residence, and requires separate LMRA work authorization; Platinum is sovereignly controlled and has no verified routine public application channel. LMRA employer, responsible-person, authorized-user, worker, dependant, domestic-worker, recruitment-agency, and protection roles cannot be merged. Article 33's 30-day grievance framework applies to LMRA decisions when its conditions are met and is not a generic NPRA, deportation, criminal, civil, or court appeal. Current fees require the 2014 principal decision and complete amendment chain. Decision 119 of 2024 supersedes the earlier item-22 conversion structure; a reported Decision 60 of 2026 was not available at a stable official instrument URL and remains monitored, so never hardcode a fee, processing time, eligible-country count, or portal state. Nationality is governed by the current Arabic principal and amendments and remains discretionary where the law assigns discretion; birth, residence, property, or Golden status does not automatically confer citizenship. Passport, birth, death, marriage, divorce, civil-record correction, court order, legalization, Apostille, translation, notary, and power-of-attorney acts use distinct authorities and often require originals, witnesses, personal attendance, final judgments, or collection. Do not create a generic deportation or administrative-review deadline. Capture the actual decision, authority, instrument, service date, remedy, suspension effect, and urgent counsel review. Bahrain is not party to the Refugee or Statelessness Conventions identified in the UNHCR record and no general national asylum statute or formal domestic asylum filing framework was verified; protection and statelessness matters require urgent human and UNHCR or specialist referral, not a simulated government portal. Trafficking, forced-labour, document-retention, and abuse matters must prioritize safety, consent, the Expat Protection Centre, and the 995 hotline, bypassing an alleged abusive employer or guarantor. Sijilat registration, foreign ownership, UBO disclosure, sector licensing, NBR VAT, excise and DMTT, SIO contributions and end-of-service, SLRB title, education equivalency, NHRA, engineering, audit, CBB, legal practice, and other professional approvals are separate gates and create no immigration or work right. Qualification verification is not professional licensure, and LMRA permission is not regulator approval. Portal entry, credentials, attestation, identity, originals, translation, legalization, signature, consent, payment, appointment, interview, examination, medical step, biometrics, border inspection, witness, oath, final submission, notice, decision, and collection are manual actor-controlled handoffs. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-, authority-, actor-, account-, date-, and stage-specific. NPRA services may assign filing to the applicant, guarantor, sponsor, company, government entity, or an expressly authorized person; that role is not automatically the attorney. LMRA employer permits belong to the employer, registered responsible person, or properly authorized EMS user, while a Registered Worker personally applies through an approved centre. Dependant work approval belongs to the new employer, and domestic-worker stages may involve the employer or licensed agency without replacing worker consent or protection. Sijilat, NBR, SIO, property, court, notary, civil-status, and professional-regulator processes each define their own principal and account holder. A Bahrain lawyer must be duly registered and hold a valid route- and matter-specific mandate or power of attorney; a foreign legal-consultancy licence is not Bahrain court-advocacy authority. Electronic authorization or a notarized power of attorney applies only to services that accept it and never transfers the principal's eKey, EMS, Sijilat, tax, court, or regulator credentials. Applicant or worker identity, facts, declarations, consent, signature, interview, medical examination, fingerprints, biometrics, border inspection, witness evidence, oath, professional examination, civil or notarial appearance, original-document presentation, payment authorization, final submission, decision, and collection remain personal or authority-controlled where required. Confirm the current licence, mandate, actor, account, signature, legalization, translation, appointment, fee, receipt, and personal-stage rule before every action. Never share or impersonate any applicant, sponsor, guarantor, employer, worker, lawyer, company, eKey, EMS, Sijilat, NBR, SIO, court, or regulator account.
