Filing boundary
Bermuda has no universal government filing channel or verified universal submission, payment, case-status or decision API. This catalogue is research-only; every source and channel remains route-, authority-, actor-, account-, identity-, date-, source-health- and personal-stage-specific. Enacted law and commencement control conflicting guidance. Monitoring is not configured. BIPA 1956 and Prohibition of Entry (No. 2) Order 2025, BR 59/2025, control entry. BR 59 replaced the January 2025 order and supersedes the safekey page's 2023 material; preserve enacted 'Columbia' with 'Colombia' only as a search alias. The free Arrival Card is not a visa or approval. Visitor time is cumulative, up to 180 days in the relevant 12 months from 15 January 2024, not guaranteed or reset by a short departure; quarantine the old 90-day extension form. The employer is the work-permit applicant. May 2026 policy, current instruments and the 1 March 2026 to 28 February 2027 job lists control; forms are online but reviewed filings remain paper, transfer-evidence and drop-box based, not email or API. Landing permission is not work permission. Initial refusal uses a distinct 14-working-day policy reconsideration, not IAT. Express IAT cases use statutory seven-day notice, 14-day grounds and separate service; reconcile the Act's $250 deposit with the current $300 fee and actual notice. Residence, local work, PRC, Bermudian status, belonger status, BOTC, British citizenship and passport are distinct. The September 2025 residence and partner policies control over older partner text. One Year residence permits foreign remote work, not local gainful occupation. June 2024 direct EIRC policy controls over the old five-year progression; reconcile its $2,625 text with the current $2,755 fee. EIRC is not company, land, tax, AML, profession or work approval. A nationality filing grants no interim status. The Refugee Convention and Protocol were not extended to Bermuda; Odoch and UN treaty records agree. UNHCR nevertheless lists Bermuda for its Panama-office process at government request, free with a published 30-day UNHCR appeal subject to the letter. UNHCR action does not create Bermuda residence, work, travel-document or removal-stay effect. The 1954 and 1961 statelessness conventions extend to Bermuda, but no public domestic determination form, authority, remedy or status consequence was found. Urgent protection matters require UNHCR and qualified counsel. Courts, civil status, family, adoption, apostille and police records remain separate. The Court of Appeal page retains 2016 dates despite a 2026 update. Marriage pages display $65 and $40 for apparently different products; reconcile the transaction and fee law. Bermuda's approved adoption jurisdictions do not prove Hague Convention territorial coverage. Apostille is hybrid and document-specific. The $100 BPS vetting record and $10 Magistrates record are not interchangeable; confirm product, scope, consent, certification, fee and channel. Tax, social insurance, pension, health, PIPA, AML and sanctions have separate actors and effective dates. eTax, AEOI, MAPay and goAML are credentialed systems, not reusable APIs. CITA took CRS/CbCR responsibility on 13 March 2026 and economic substance on 31 March; old CRS material is retired. Pension amendments are partly commenced. PIPA lawful basis, notice, security, retention and overseas transfer require review before processing sensitive documents. Sanctions require current UK and Bermuda instruments, licences, expiry and reporting, not list screening alone. Companies, beneficial ownership, regulated business, land and immigration are independent. The Beneficial Ownership Act 2025 moved the regime from BMA to the Registrar on 3 November 2025; 2019 guidance is stale and public access is not inferred. Entity or investment status grants no work, residence, tax, practice or land right. A restricted person needs BIPA Part VI authority; Gazette notice is not approval. Land e-conveyancing remained uncommenced, procurement is not a live channel, and exchange-control guidance needs 2025 reconciliation. Representation and professional standing are current and scope-specific. IAT representatives are Bermuda barristers and attorneys; a form agent or foreign lawyer is not thereby authorized, and paid UK advice has separate IAA rules. Each regulated profession needs its own council or register approval plus immigration permission. Some public records are unavailable, stale or reuse-restricted. Verify standing, mandate, fee, signature and actor directly. Never share credentials, initiate government payment or substitute a platform signature. A receipt, register entry or certificate is not approval or another legal status. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health- and personal-stage-specific. Applicants may act personally where permitted and add verified counsel for review or handoff, but no lawyer, agent, platform, employer or sponsor has universal filing authority. BIPA section 61 makes the prospective employer the work-permit applicant and responsible for completeness and accuracy; a named agent may assist or receive correspondence but does not replace that employer. Under the 2013 Appeal Rules, an IAT representative is a Bermuda barrister and attorney, and the appellant or that representative signs the notice. Verify admission, current practising certificate, scope and mandate against the Bar list and directly with the authority; foreign licensure alone is insufficient. Paid UK nationality or immigration advice must come from an IAA-regulated or exempt organization or an authorized designated professional. A UNHCR representative has no resulting authority before Bermuda or UK bodies. Court, civil-registry, police, company, tax, land, financial and professional-regulator actors retain their separate legal roles. The verified person retains each required identity-bound account, declaration, signature, original, passport, biometric, interview, medical, police check, referee, oath, payment authorization, appearance, service and collection stage. Never share credentials, impersonate an account holder, copy government bank details, initiate payment, or treat an arrival card, upload, transfer, receipt, completeness notice, UNHCR record, apostille, passport or register entry as approval or another legal status. Recheck the current law, authority, actor, standing, mandate, form, evidence, signature, fee, channel, deadline, receipt, decision, stay and remedy before action.
