Filing boundary
Brunei Darussalam does not use one universal immigration filing channel, and the reviewed official sources do not establish a public submission, payment, case-status or decision API, service-account integration, credential-sharing permission or automated portal-submission right. Before activation, confirm current law and amendments, authority, route, nationality, actor, account owner, form/evidence version, signature/consent, fee/payment, channel, originals, attendance and source health. JIPK controls visas, passes, entry and re-entry permits, permanent residence, identity and citizenship services; Labour controls Foreign Worker Licence/LPA and NLMS; MFA and the competent mission control current visa classification and overseas endorsement. INRS E-Arrival is an email/OTP browser journey, not border admission: the traveller still presents the passport and any required visa. NLMS, introduced in April 2023, replaced counter LPA/DHL applications and requires applicant self-registration; an employment-agency account is issued only after Labour authorization. Current JIPK and GOV.BN material still preserves counter and mission stages for Form 23/work-pass handling, including employment-agency presentation and the worker's mission appearance, passport, originals and health evidence. New, renewal and transfer transactions have different employer/agency actors; attorney status does not confer employment-agency authority. Other applications use route-specific forms and counters. Narrow family on-behalf rules in Immigration Regulations Rg 1 do not create a general representative right. Required accounts, declarations, signatures, passport/original presentation, medical or X-ray requirements, border/mission/counter attendance and citizenship oath remain personal where directed. Citizenship routes under Chapters 5(1), 5(6), 6(1) and 8(1) require route-specific declarations and signatures; registration/naturalisation requires an oath before the Registrar, and Nationality Act section 13 provides that His Majesty need not give reasons and that the decision is not appealable or reviewable in court. Permanent-residence categories and long-term-pass reforms took effect 31 December 2024; stateless-person eligibility within the PR guidance is not an asylum or refugee-status route. The live 2026 official record reports 67 visa-waiver countries and five visa-on-arrival countries, while an older 2025 official record reported six; the MFA country-by-country directory and current passport/visa instrument chronology must be checked for each nationality. The live Immigration page says an APEC Business Travel Card is valid five years, but Rg 3's revised text says three years; no later amending instrument was located, so validity is blocked from automation pending authority confirmation. The AGC direct Immigration Act PDF is a 2023 revised edition even though its index label still shows 2014; every AGC PDF must be reconciled with BRULAW/AGC chronology and later amendments because direct PDFs and replacement pages can diverge. No domestic asylum application procedure was located in the reviewed JIPK/AGC sources, and the current UN treaty participant lists contain no Brunei entry for the 1951 Refugee Convention, 1967 Protocol, 1954 Stateless Persons Convention or 1961 Reduction of Statelessness Convention; the 1961 depositary record says the United Kingdom's territorial extension did not apply because Brunei withheld consent. This is a research inference, not a definitive eligibility or jurisdiction conclusion; any protection or statelessness matter requires manual legal escalation. Broader-law currentness is likewise provision-specific. Use the 2022 Constitution edition; the Business Licences Act and Bills of Sale Act were repealed, the latter by the Secured Transactions Order 2016; the old alphabetic index and current amendment page conflict on Land Code commencement, and the current page lists phased commencement in 2021 and 2025; AMBD was renamed Brunei Darussalam Central Bank and its 2010 principal order must be read with amendments through 2023; Employee Trust, criminal-asset-recovery/AML and Personal Data Protection instruments require their later amendments and effective dates, including phased PDPO commencement on 2 January 2025 and 1 January 2026. A practising certificate, power of attorney or commissioner-for-oaths status does not itself supply immigration filing authority or portal access; company, court, apostille, professional-registration and other broader-law rules remain separate. HCCH apostilles authenticate public-document origin only; destination acceptance, translation, freshness and underlying legal effect remain separate. No source monitoring is configured. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-specific and no universal attorney or agent filing authority was located. Immigration Regulations Rg 1 permits limited on-behalf completion or signing in specified cases, including a locally resident family member in certain certificate matters, a husband for a wife, a parent for a child under 16, an adult son or daughter for a parent on compassionate Entry Permit grounds, and some visit applications. Foreign Worker Licence and work-pass roles remain employer- or licensed-employment-agency-specific; an attorney is not an employment agency merely by professional status, and NLMS agency access requires Labour Department authorization. Applicants and travellers retain assigned account, identity, passport, original-document, declaration, signature, medical, X-ray, mission, border, counter, oath and other personal-stage duties. Credentials must not be shared and representative submission must not be claimed without current route- and authority-specific confirmation.
