Filing boundary
Bolivia has no universal government filing channel or verified reusable submission, payment, status or decision API. No universal submission, payment, status or decision API was verified. This public catalogue is research-only and every route remains authority-, actor-, account-, identity-, date-, source-health- and stage-specific. The Gaceta Oficial controls enacted text. SILEP is an ordered-text research aid that expressly disclaims legal reference status. Agency guidance controls procedure only within governing law. Monitoring is not configured. Migration Law 370 must be read with Laws 997 and 1067; DS 1923 must be read with DS 4574 and DS 4828. DS 5497 is the current visa-chain terminus and moved South Korea (Republic of Korea), South Africa (Republic of South Africa), Bulgaria, Malta, Romania, the United Arab Emirates, Israel and the United States to Group I while abrogating DS 2339 and DS 4460. The legacy United States tourist-visa fee guidance is a conflict source, not a current rule. The visa, ED-9, SIGEMIG, Virtual Window and tracking systems are credentialed, JavaScript- or CAPTCHA-dependent channels, not public APIs. DIGEMIG's tramites_ext foreign-procedure selector was unavailable at observation and its UFV Bs 0.00 response cannot establish current forms, fees or route availability. Authority-hosted 2021 naturalization checklists and 2024 route cards are retained as conflict-sensitive research sources and require live confirmation against current law, forms and channels before use. DS 5595 created the Tranca Cero simplification programme. The Presidency stated a 1 June 2026 rollout for restrictions on identity photocopies and unnecessary birth records; that notice must be reconciled with the decree's implementation provisions before accepting or rejecting any live checklist. Never infer that an old document request remains valid or that every authority has completed implementation. A visa is not admission, residence, work authorization, nationality or professional permission. Residence-agreement, employer, labour-contract refrendo and migration stages have separate authorities and actors. The employer or worker retains every stage assigned by the governing route. Current fees, UFV values, evidence and payment instructions must be obtained from the responsible authority; no fee or payment API was verified. Nationality recognition, naturalization, identity registration, passport and immigration status are separate. Personal declarations, examinations, interviews, resolutions, oaths, identity checks and appearances cannot be delegated unless current law and the receiving authority expressly permit it. Refugee protection belongs to CONARE under Law 251 and DS 1440; treaty status does not itself grant a domestic decision. Protection and trafficking matters require human safety triage and must never be auto-transmitted. Civil status, family, adoption, courts, appeals, notarial acts, apostille and consular mandates are separate. Law 603 must be read with its current amendments, and the Child Code with its amendment chain. A certificate, rectification, free-union record, marriage record, judgment, mandate, notarization, legalisation or apostille does not establish immigration status or authority for another transaction. Company, tax, customs, labour, pension, investment, land, foreign-exchange, AML, procurement, intellectual-property and professional routes retain separate regulators, accounts and approvals. Law 1717 abolished the ITF and SIN abrogated its ITF regulation. Since 29 June 2026 the BCB flexible exchange-rate framework requires the current daily official rate; never hard-code a prior rate. The archived Personal Data Bill 605 is not enacted law, while sectoral confidentiality, security, digital-signature and data-handling duties still apply. The 2025 procurement compilation must be reconciled with DS 5600 of 2026. A lawyer's RPA entry and a route-specific accepted mandate are distinct from authority to use another person's account, sign a personal declaration, complete identity, biometric, interview, oath or hearing stages, authorize a fee or collect a decision. Credentials, CAPTCHA responses and one-time codes must never be shared. An upload, tracking result, receipt, registration, visa, permit, certificate or professional listing is not approval of another route. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-, authority-, actor-, account-, source-health- and personal-stage-specific, and also standing-, mandate-, date-, signature- and fee-specific. Applicants may act personally where permitted and may add a verified Bolivian lawyer for scoped review or representation. Law 387 and the Public Registry of Lawyers govern professional standing; verify the lawyer's current RPA registration, ethics status, permitted scope and the receiving authority's accepted mandate. No attorney, representative, employer, sponsor, family member, AI system or platform has universal filing authority. Foreign licensure, a retainer, power of attorney, consular mandate, company filing role or portal access never creates universal authority. A representative mandate does not transfer credentials, an identity-bound account or a personal legal stage. Use only the specific power or authorization accepted for that route and stage. Each applicant retains every identity-bound account, declaration, signature, original, passport, biometric, interview, medical, police record, examination, oath, appearance, fee authorization and collection stage assigned personally by the authority. Employers, company officers, inviters, parents, guardians, institutions and other actors retain their own assigned declarations and filings. Never share credentials, a CAPTCHA or one-time code; impersonate an account holder; initiate or copy government payment details; or treat an upload, receipt, card, registration, visa, permit or certificate as approval of another status.
