Filing boundary

Bhutan has no universal filing channel or verified submission, payment, case-status or decision API. This research-only catalogue is route-, authority-, actor-, account-, identity-, date-, source-health- and stage-specific. Enacted law, commencement and the receiving authority control conflicting guidance. Monitoring is not configured. The 11 November 2023 Immigration Rules are the enacted baseline. The authority-hosted February 2026 revision changes schedules, but no valid amendment instrument was retrieved; its provisions and fees remain unresolved pending that instrument or authority confirmation. Do not treat the revision as preferred or controlling. The 2012 Rules are superseded. Verify the decision's remedy, deadline and stay. Tourist and non-tourist routes use different authorities and channels. The June 2025 non-tourist-system and February 2026 stamp-less notices control inconsistent older offline, operator-only and timing guidance. A visa, permit, card or receipt never guarantees admission or another status. The assigned actor retains the account, NDI, declaration, passport, signature, fee, biometric, interview, medical, original and collection stages. The student's 2026 statement of purpose must be personally written and signed, not generated or transmitted for the student. Work authorization requires separate Labour and immigration approvals. The 2024 Foreign Workers Regulation revokes the 2022 regulation and inconsistent prior material. BLMIS is credentialed, not an API. The Minister appeal has no published universal deadline; ten working days concerns recruitment-agent registration only. The S-permit non-renewal and renewal-within-thirty-days texts require Labour confirmation. The Labour and Employment Bill mentioned in 2026 material is not enacted. The Constitution 2008 and Citizenship Act 1985 must be read together; naturalization factors guarantee nothing. The 1977 Act and 1958 Law are historical. Citizenship, immigration, civil registration, security clearance, passport and NDI remain separate. Passport guidance is online-first and identity-bound. DCRC's 2026 rollout training does not prove every channel is live; verify availability, originals, appearance and collection. No public Bhutan asylum, refugee or statelessness determination form, authority, remedy or status consequence was found. Bhutan is not listed for the 1951 Refugee Convention, 1967 Protocol, or 1954 and 1961 Statelessness Conventions. UNHCR Bangkok contact grants no Bhutan stay, work, status or removal stay. Protection and trafficking matters require human safety triage and qualified help; never auto-transmit the narrative. Court, appeal, Jabmi, family, adoption and attestation routes are separate. Confirm commencement of the 2022 Appeal Guideline before using its ten-working-day text. The 2016 Jabmi amendment is enacted; the 2026 bill is not. Court forms and CMS do not prove universal e-filing. The August 2025 marriage hub controls conflicting G7B text; appearances, sureties and findings remain personal. Bhutan is not listed for the HCCH Adoption or Apostille Conventions, so verify domestic adoption and document-specific notarization, attestation or legalization. FDI, company, licence, tax, FX, AML, land, immigration, labour and profession approvals are independent. The 2025 FDI Rules supersede 2019 material; from 3 June 2026 business licensing uses IBLS, not the old G2C channel. A certified company filing agent serves only the CRA company role, not universal representation. Registration or investment grants no work, residence, land, tax, FX or practice right. Current 2025-26 tax, FX and land instruments control older pages; credentialed RAMIS, IBLS, CRA, RMA and eSakor systems are not APIs. AML/CFT Regulations 2025 supersede 2022 subject to savings. RMA's 23 May consultation calls the bank-account-sharing item a draft, while its current legislation index lists a same-titled .docx under AML/CFT Rules & Regulation; no separate final signed, issued or commenced instrument was retrieved. Its status is unresolved pending the exact instrument or RMA confirmation: do not call it merely draft, final or commenced. Credential and payment safeguards are platform boundaries, not claims that this unverified regulation is operative. Land Rules 2025 and the current guideline control; foreign status does not establish freehold title. No comprehensive data-protection Act was confirmed. NDI law, notices, platform terms, cybersecurity rules, duties and contracts still require purpose, access, security, retention, provider and cross-border review. Professional recognition is regulator-, register-, scope- and date-specific; verify standing and work permission. A licence, listing or empanelment is not immigration approval. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.

Representative participation

Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health- and personal-stage-specific. Applicants may act personally where the controlling route permits and may engage a verified Bhutanese Jabmi for scoped legal review or representation, but no Jabmi, foreign lawyer, company filing agent, employer, sponsor, travel operator, family member, AI system or platform has universal filing authority. The Constitution, Jabmi Act 2003 and enacted Jabmi Amendment Act 2016 control legal practice and court representation; the 2026 Jabmi amendment remains a bill, not law. Verify a Jabmi's current enrolment, practising standing, scope and written mandate directly with the Bar Council and receiving authority; foreign licensure alone is insufficient. A certified company filing agent's authority is confined to the Companies Act and current CRA incorporation procedure and does not create immigration, labour, court, tax, land, professional or general legal authority. Government portals are actor- and account-bound and publish no verified reusable submission, payment, monitoring or decision API. The verified applicant, employer, sponsor, institution, company officer, filing agent or other legally assigned actor retains every required account, NDI or identity step, declaration, signature, original, passport, biometric, interview, medical, police or security clearance, personal appearance, fee authorization, service and collection stage. Never share credentials, impersonate an account holder, initiate government payment, copy bank details, or treat an upload, receipt, certificate, card, register entry, visa or permit as approval of another legal status. Recheck current authority, standing, mandate, form, evidence, signature, fee, channel, deadline, receipt, decision, stay and remedy before action.
