Filing boundary
Belize has no universal filing channel or verified public end-to-end government submission API. Named portals are route- and identity-bound. Apply amendments and commencement instruments to Revised Edition 2020 texts; copies, forms, guidance and file labels may be stale. Visa, admission, stay, residence, work, CSME, QRP, nationality and passports are separate. SI 68/2022 covers San Marino ordinary, diplomatic and official passports for 90 days. SI 82/2022 allows 30 days for ordinary passports from Bolivia, Morocco, Paraguay and Peru, but only diplomatic or official passports from Dominican Republic, Ecuador and Venezuela. SI 37/2023 repealed the Haiti-Suriname exemption; SI 38 exempted Suriname. SI 20/2024 covers specified Russian passports for 90 days; SI 37/2024 only specified UAE diplomatic, official or special passports. Check the live instrument. Reconstruct CSME skilled-person rules through 2023 Acts 11 and 12, Cap. 17:02 and SIs 47, 49 and 50. Effective 1 August 2023, SI 47 states BZ$225 new, BZ$50 replacement and BZ$25 amendment, upgrade or verification; SI 50 states BZ$225 application and BZ$50 replacement before acceptance. SI 49 suspended the fee only 2-5 May 2023; R.E. 2020 BZ$150 is historical. The live page omits added domestic, agricultural and private-security categories and lists dependent fees omitted from SI 47; confirm both. SI 50 separates application, refusal, Minister review, verification, certificate, replacement and cancellation; response is due in five working days, representations in 14 and surrender in 30. Four-country full free movement commenced 1 October 2025 as a distinct route. Passport law requires Cap. 164 and SIs 136/2022, 39/2023 and 116/2025; SI 116 replaced the form and removed recommenders from 1 September 2025. SI 22/2025 proves nationality-committee appointments only through 28 December 2025. Act 53/2023 limits specified minor-descent cases and gives section 13 a one-year-residence proviso. SI 30/2023 closed Amnesty 2022 intake on 31 March 2023. Refugee application and refusal appeal have separate 14-day periods; promise no decision time, and treat the 2021 form as unverified-current. Residence guidance has step-count and citation defects. QRP guidance states three- and four-year vehicle-import intervals while Act 13 of 2023 states three; reconcile the Act, SI 88 of 2024 and live instructions. A Temporary Employment Permit is separate from visa, stay, tax, social security and professional or business authority; confirm actor, account, approval, payment, endorsement and personal stages. For civil and family matters, confirm the CRVS channel, requester or licensed agent, evidence, fee and personal stages; submission is not issuance. Electronic Transactions Act section 15 excludes real-property interests, title documents, wills, testamentary trusts and most negotiable instruments. No current complete principal Families and Children, Administration of Estates, Wills or probate-forms pack was verified. Reconstruct companies through Act 11 of 2022 and Acts 27 of 2023 and 8 of 2025; stamp duties through Cap. 64 and Acts 18 and 23 of 2021, 33 of 2024 and 7 of 2025; AML through Cap. 104, SI 141 of 2023 and Act 7 of 2026. Exchange-control Directions 4, 5, 17 and 20 are purpose-specific. Registration, AML, tax, banking, land, currency approval and immigration are not interchangeable. Cap. 66 remains the Trade Licensing baseline unless a valid replacement commencement order is verified. Act 19 of 2024 is future text; Act 19 of 2025 requires a ministerial Gazette order; Act 9 of 2026 is in the chain. No indexed order was verified on 15 July 2026. Reconstruct GST through Act 34 of 2024 and SIs 35 and 140 of 2025. SI 140 specifies UBL 2.4 but has a signature cross-reference defect; May 2026 guidance supplies no universal live date or verified public API. Court, company, land, Customs, BAHA, social-security, IP, AML, finance and professional routes retain separate actors and approvals. Cap. 49 customs subsidiary law does not replace missing current Cap. 48; land systems differ. No current public nursing register, attorney-roll API or post-2021 surveyor roster was verified; confirm professional status directly. Accounts, signatures, originals, biometrics, interviews, medicals, oaths, KYC, payment, acceptance, decision and collection remain with the verified actor or authority. Representative participation
Representation is route-, authority-, actor-, account-, standing-, mandate-, date- and personal-stage-specific. The Legal Profession Act controls admission to practice in Belize; verify a lawyer against the official Roll and a current annual practising certificate because this release identifies no verified current public attorney-register or good-standing API. The private belizebarassociation.com domain was observed redirecting to unrelated gambling content on 15 July 2026 and is quarantined; it is not an authority source or professional-status check. A retainer, authorization or power of attorney permits only the acts accepted by the governing law, form, authority, institution and filing channel and does not create blanket filing authority. Applicants may act personally where the route permits and may add licensed-attorney review or handoff later. Immigration applicants retain every required declaration, signature, original-document, passport, personal-lodging, biometric, interview, medical, police, oath, border, payment and collection stage. Court, Folio, QRP, Temporary Employment Permit, civil-registration, OBRS, tax, social-security, customs, land, exchange-control, procurement and professional procedures assign distinct roles to applicants, sponsors, employers, attorneys, self-represented litigants, government actors, registered agents, company participants, record subjects and authority officers; those actors are not interchangeable. Never share credentials, impersonate an account owner or treat upload, payment or submission confirmation as acceptance, approval, registration, issuance or legal effect. Before acting, confirm current law and commencement, competent authority, route, standing, mandate, account owner, source health, form and evidence version, fee, signature and personal-stage requirements, channel, deadline, receipt, decision and review or appeal path.
