This public catalogue is research-only. Canada has no verified universal public filing, payment, status or decision API; every route depends on the live authority, actor, account, form edition, checklist, fee, signature, biometrics, medical examination, interview, hearing, oath and other legally personal stages. IRCC, CBSA, the IRB, the Federal Court, ESDC or Service Canada, provinces, territories, communities and Quebec exercise different statutory or delegated roles; Quebec selection and undertakings and provincial or territorial nomination, attestation, licensing, civil-status and benefit actions do not replace federal admissibility, immigration status, citizenship or border decisions. The current consolidated IRPA, IRPR, Citizenship Act and regulations must be reconciled with commencement, transitional provisions, ministerial instructions, temporary public policies, program-delivery instructions and controlling court or tribunal decisions for the relevant event date. Bill C-12 asylum ineligibility timing rules apply to claims made on or after June 3, 2025, including the one-year first-entry rule tied to entry after June 24, 2020 and the 14-day irregular Canada-United States land-entry rule; later asylum measures awaiting required IRPR changes are not treated as operative. The Citizenship Act amendment enacted as 2025 chapter 5 and effective December 15, 2025 requires event-specific descent, adoption and substantial-connection analysis. As observed July 16, 2026, Parent and Grandparent Program intake is paused, the Start-Up Visa new-intake deadline of June 30, 2026 has passed, and the Home Care Worker pilots and Self-Employed Persons Program are paused; each status must be reverified before route selection. Forms, country instructions, document checklists, fees, portal availability, processing times, allocations, invitation rounds, program openings and policy expiry dates are dynamic and may not be hard-coded or treated as guarantees. Canada is party to the 1951 Refugee Convention and 1967 Protocol and the 1961 Reduction of Statelessness Convention, is not party to the 1954 Stateless Persons Convention, and has been bound by the Apostille Convention since January 11, 2024; reservations, declarations, competent authorities, destination acceptance and provincial or territorial extensions for adoption, child-abduction and service conventions must still be verified. Published legal and service sources do not authorize legal advice, account access, credential sharing, signature, payment, transmission or representative filing; applicants and authorized professionals must retain their own credentials and complete all legally personal stages. This research-only authority revision does not expand the separately versioned Canada Family Class married-spouse-outside-Canada structured-preparation pack and activates no additional pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.

Representative participation

IRCC, CBSA, the IRB and the Federal Court apply route- and proceeding-specific representation rules. Paid immigration or citizenship advice requires an authorized Canadian lawyer or permitted paralegal, a Quebec notary, or a licensed College consultant as applicable, with current regulator status, competence, conflict and scope checks. IMM 5476 or the controlling tribunal or court appointment record does not transfer an applicant's declarations, signatures, biometrics, medical examination, interview, hearing, oath or portal credentials; the authorized representative must use the correct account and route-specific channel.
