Filing boundary

Republic of the Congo means Congo-Brazzaville, ISO CG, not the Democratic Republic of the Congo, Congo-Kinshasa, ISO CD. Crossing the Congo River from Brazzaville to Kinshasa enters CD jurisdiction. Cabinda is part of Angola, not CG, and neither the DRC nor Angola is a CEMAC member. A .gouv.cd portal, including evisa.gouv.cd, or any CD or Angolan law, form, fee, status or authority must never be routed to a CG matter. The Republic of the Congo has no verified universal national public filing, payment, status or decision API. This catalogue is research-only; confirm the route, authority, actor, location, current law, form, evidence, signature, fee, channel, source health and personal stages for the event date. Monitoring is not configured. The SGG states that only the paper ordinary Journal officiel is authoritative and its electronic edition is informational; confirm the paper, certified or authority-confirmed text before filing use. Law 29-2017 is the reviewed operative amendment to Law 23-96: it replaces Articles 1 through 48 and adds provisions through Article 59. Classification, entry evidence, the fifteen-day resident-card application and renewal timing remain route-specific. Article 55 allows only the foreign national concerned to apply for and complete residence-card formalities and prohibits every form of representation or delegation. Preparation, invitation, employer authority, power of attorney or passport delivery cannot override that rule. Paris GIRAFE is a France-mission account, upload and payment flow followed by receipt and passport or file lodgment; it is not a national eVisa, reusable public API or proof of a representative account channel. Other missions use separate processes, forms, evidence, fees and delivery rules, and the reviewed Washington pages conflict. Confirm the competent mission and live page; courier delivery is not declaration authority. CEMAC free-movement rules require nationality, document, route and current-implementation verification. They may confer visa-free movement and treaty-defined stay for qualifying member nationals, but do not by themselves confer establishment, a Republic of the Congo residence card, employment authorization or professional-practice rights. A visa, residence card, ACPE authorization, endorsed foreign-worker contract, company record and tax status are distinct. ACPE employer roles do not authorize an external attorney to use applicant or employer credentials, and historic ONEMO forms, durations or tariffs are not current evidence. Nationality must be reconciled across Law 35-61, Law 2-93, Law 32-2011, Decree 61-178, current decrees and controlling decisions. Law 32-2011 removed the former renunciation requirement; do not reuse the old annex wording. Naturalization is investigated and discretionary, proceeds by individual presidential decree, and declarations, oaths, signatures, appearances and decisions remain human and authority controlled. No national public nationality portal or universal form was verified. Law 41-2021 supplies the reviewed current asylum and refugee framework, including non-refoulement, free determination, provisional documents, counsel, interpreters and subsidiary protection. Law 16-2025 requires prompt protection referral for a migrant-smuggling victim who seeks protection and subjects return to non-refoulement, non-discrimination, the torture prohibition and the child's best interests; no automated return or referral decision is permitted. A complete implementing set was not verified. Protection narratives, vulnerability and safety triage, interviews, credibility statements, biometrics, documents, return and non-refoulement decisions must never be auto-transmitted or inferred from the catalogue. UN depositary records confirm Congo's accession to the 1954 and 1961 Statelessness Conventions on 10 October 2023 and the 1954 Convention's entry into force on 8 January 2024. Domestic authorizations alone do not prove participation. The reviewed HCCH Apostille status table does not list the Republic of the Congo; do not repurpose listings for other conventions. Confirm destination-specific certification, translation and legalization. Fees and payment methods are route- and authority-specific. Recheck mission prices, guarantees, stamps, Treasury payments and travel-title charges for date, legal basis, category, exemption, currency, payee, method and receipt. Wayfinder must not hard-code, collect or initiate a government fee without a current source, permitted actor, informed approval and receipt capture. A lawyer's standing and mandate do not authorize resident-card filing, another person's account, signatures, originals, personal stages, payment or decision collection. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.

Representative participation

Representation is route-, authority-, actor-, location-, date-, source-health-, standing-, mandate- and personal-stage-specific. Law 026-92 permits a properly enrolled lawyer to advise, draft and assist or represent subject to statutory exceptions, but Law 29-2017 Article 55 expressly reserves residence-card applications and formalities to the foreign national concerned and prohibits representation or delegated power for that process. Counsel may prepare and review a residence matter but may not file, impersonate or replace the applicant. Asylum counsel rights, employer-controlled ACPE roles and mission permission for courier or third-party passport delivery are separate and do not create universal filing authority. Verify current Bar standing, forum competence, conflicts, mandate and the receiving authority's accepted role for the exact route. Never share credentials, CAPTCHA responses or one-time codes; use another person's account; sign a personal declaration; supply testimony; complete a biometric, interview, oath, border inspection or personal appearance; authorize a fee; or collect an identity or protection document unless current law and the competent authority permit that actor and the person has given informed approval. Recheck the current paper or certified legal text, authority, route, form, evidence, translation, authentication, fee, channel, deadline, receipt, decision, stay and remedy before action.
