Côte d’Ivoire has no verified reusable public government filing, payment, status or decision API for immigration, residence, labour, nationality, protection, civil status or passports. ONECI, SNEDAI, VFS and other reviewed portals are end-user or intake channels, not third-party automation authority. This catalogue is research-only; monitoring is not configured, and no operational pathway, form pack, fee engine, portal action or submission is activated. Reconcile the Constitution, Law 2002-03, Law 2004-303, Decision 2005-05/PR, Decree 2002-332, later measures, commencement and transitions for the event date. JORCI's browser preview is non-official; its downloaded Gazette is official, but the visible catalogue through 30 December 2024 cannot prove later currentness. CNDJ and Laws.Africa consolidations aid research but may omit later changes; verify the controlling Gazette or authority-confirmed text. SNEDAI eVisa is pre-enrolment for eligible ordinary-passport air travellers, not a representative account or API. The reviewed page required six months' passport validity and route evidence, displayed a non-refundable EUR 73 including bank fees, and reserved biometrics and visa printing to personal completion at Abidjan airport. A child fingerprint exemption does not prove remote completion. It is not for land or sea borders and does not guarantee boarding, admission, stay, residence or work. Missions have separate availability, evidence and fees; verify the competent mission. ONECI remains the residence-title authority. Its e-services, pre-enrolment, temporary-card and provisional-title steps do not establish a final title. VFS supplies contracted intake, biometrics, courier and notifications, not status or decisions. Residence charges differ by nationality and category, with separate payment slips for distinct stages. Recheck the basis, exemption, amount, currency, payee, method and receipt; never pay unattended or treat payment, appointment, upload or intake as approval. Employment permission is distinct from entry and residence. Decree 1996-287 requires the Employment Minister's prior visa for covered foreign-worker contracts or offers, with an employer-controlled role and cost; it does not transfer employer credentials or declarations to counsel. The April 2026 announcement of eleven Labour Code decrees is not operational because signed, published and commenced texts were not recovered. Confirm labour, licensing, social-security and employer duties. Apply the Nationality Code consolidation through Law 2024-236 and later controlling text. Civil-status and nationality evidence, declarations, interviews, oaths, identity checks and decisions remain personal or authority controlled. Law 2023-590 governs reviewed asylum and refugee safeguards; DAARA or SAARA narratives, fingerprints, photographs and interviews remain personal and sensitive. Accession to the 1954 and 1961 Statelessness Conventions does not create a remote domestic route. CNESA first-instance and CNRSA appeal functions have no verified public API; never infer credibility, status, return safety or non-refoulement outcomes or auto-transmit protection data. Civil-status and passport routes retain required originals, inspection, photographs, fingerprints, personal enrolment and delivery; domestic and mission passport procedures and prices differ. Côte d’Ivoire is not listed as an HCCH Apostille Convention party. Confirm destination-specific copies, translation, authentication and Foreign Affairs or mission legalization; online verification or another state's convention listing is not issuance authority. ECOWAS supplies a visa-free baseline up to ninety days for qualifying community nationals, subject to identity, admissibility, public-order and implementation rules; the announced abolition of that limit was not verified as implemented. Burkina Faso, Mali and Niger withdrew on 29 January 2025, while ECOWAS directed continued movement, residence and establishment treatment until further notice; verify current nationality-specific implementation. UEMOA rights remain subject to public order, security, health, public service and host-state rules. Neither framework itself grants a residence title, work permission, professional licence or admission. Permitted support is reviewed source ingestion, human-approved intake and checklists, OCR, extraction, translation and legalization planning, drafts, pre-fill, completeness review, upload-ready packets, reminders, official deep links, receipt storage and attorney collaboration after standing and scope review. Do not submit, pay, poll status, collect decisions or create accounts unattended; handle credentials, OTPs or CAPTCHAs; auto-sign, impersonate or declare; replace biometrics, photographs, testimony, interviews, delivery, attendance, border or court acts; or make autonomous eligibility, admissibility, protection, nationality, return or legal-advice decisions.
Representative participation
Representation is route-, authority-, actor-, account-, location-, date-, source-health-, standing-, mandate- and personal-stage-specific. Verify current lawyer standing in the Ordre des Avocats directory, conflicts, territorial and forum competence, the client's informed mandate and the receiving authority's accepted role for the exact procedure. A lawyer's standing or mandate does not create access to an applicant, sponsor, employer, ONECI, SNEDAI or VFS account and does not transfer an employer-controlled labour act. Counsel may prepare, review and organize a matter only within the accepted mandate; counsel may not impersonate another person, share or use credentials, CAPTCHA answers or one-time codes, sign a personal declaration, fabricate or replace testimony, authorize a fee without informed approval, or replace biometrics, photographs, an interview, identity inspection, border control, passport delivery, court attendance or another personal stage. Confirm separately the current standing and authority of a notary when a notarial act is required. An appointment, upload, intake, payment, receipt, visa pre-enrolment approval, invitation or courier event does not prove filing, admission, residence, work authority, status, approval or representative authority.
