Filing boundary

Research-only coverage. Cameroon has no universal public immigration, nationality, protection, employment, consular, payment or legal filing API. The aliens-law chain is Law 97/012, as amended by Law 2022/015, plus the unrepealed provisions of Decree 2023/147. Decree 2023/147 repealed the 2007 implementation decree and its amendments. Decree 2025/059 later repealed only articles 37-45 of Decree 2023/147 and now controls residence permits, residence cards and refugee cards; older checklists from those repealed articles must not be used. The 2025 decree requires prescribed online pre-enrolment and payment followed by physical enrolment for residence documents. A residence permit is valid for two years and renewable twice, a residence card for ten years after the qualifying chain, and a refugee card for two years after recognition; fee amounts must be checked against the current Finance Law and live authority channel. eVisa uses the official evisacam.cm and evisacam.com domains. Account creation, form completion, uploads, payment, mission processing, QR authorization, biometric enrolment, visa affixing, carrier checks and border admission are distinct stages. Published 24- or 72-hour periods are service targets, not guaranteed decisions. Short-stay, long-stay, transit, courtesy, diplomatic and mission-specific procedures, fees, currencies, payment methods, passport handling and exceptions require a live competent-post check; an online authorization does not guarantee admission or authorize work. Law 92/007 remains the enacted Labour Code baseline because the May 2026 Cabinet record still describes reform as a project. A foreign worker's employment contract requires the current ministerial endorsement procedure; that approval is separate from visa and residence status, and no public endorsement API was verified. Nationality research starts with Law 1968-LF-3 and Decree 1968-DF-478, subject to current amendment and authoritative-text review. Marriage provisions contain gender-specific historic text and must not be generalized. Declarations, identity evidence, judge or consular signature, Justice registration, naturalization or reintegration decree and nationality certificate are distinct personal or authority stages. Law 2026/002 is the current constitutional amendment layer but does not itself amend an immigration or nationality route. Law 2024/016 replaces the former civil-registration framework. Law 2005/006 and Decree 2011/389 govern the located refugee-status process. A qualifying request is presented to a competent authority within the statutory period; intake, the two-month non-renewable safe conduct, eligibility-commission review, personal interview, notification, appeal and later refugee-card enrolment remain distinct. A UNHCR card or assistance is not state recognition; Decree 2025/059 also requires the prescribed Cameroon refugee certificate for the identification card. Cameroon succeeded to the 1951 Refugee Convention on 23 October 1961 and acceded to the 1967 Protocol on 19 September 1967. Law 2024/006 authorizes accession to the 1954 and 1961 Statelessness Conventions but is not depositary accession; current UN status tables do not list Cameroon as a party to either. Cameroon is not listed as a party to the Apostille or 1993 Intercountry Adoption Conventions. The Presidency Constitution page is incomplete without Law 2026/002. The French PRC record identifies the Constitutional Council amendment as Law 2026/004 while an English mirror misnumbers it; the instrument and Gazette control. English and French are official languages, and conflicting or unofficial translations require enacted-text reconciliation. OHADA Uniform Acts apply directly and override inconsistent national business rules. The 2025 Tax Code must be read with the 2026 Finance Law, including the harmonized ECCAS-CEMAC customs framework effective from 1 January 2026. A land-reform roadmap concerns a draft bill, not enacted land law. The 2024 CEMAC AML regulation is the current regional baseline rather than older ANIF descriptions. DGSN, eVisaCam, IDCam, e-Legalis, tax, customs, procurement, company, professional and other browser portals or directories are credentialed or informational services and do not establish public machine-submission, bulk-status, payment, decision or monitoring APIs. Public professional-register evidence proves only the recorded status and date, not client authority or immigration filing power. Identity, consent, originals, translation, legalization, signature, appearance, biometrics, interview, fee authority, payment, passport, border, decree, oath, decision and collection remain actor- or authority-controlled. No source monitoring is configured; review is manual only. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.

Representative participation

Representation is route-, authority-, post-, actor-, account-, mandate- and personal-stage-specific. Law 90/059 regulates advocates and court representation, but Bar status, a retainer or a power of attorney does not create universal immigration, nationality, asylum, labour, consular, payment or portal-filing authority. The public Bar page does not provide a complete reliable live roll, so current standing requires direct competent-source verification. The eVisa applicant owns the account, declarations, payment and applicant stages; the competent mission conducts review and any required biometric enrolment, while DGSN and border officials control visa affixing and admission. Residence-document applicants must complete physical enrolment and biometrics after prescribed pre-enrolment. Foreign-employment contract endorsement is an employer and labour-authority stage separate from immigration status. An asylum applicant remains responsible for the statement, personal interview and evidence; UNHCR assistance or forwarding does not replace the state decision. Confirm current law, mandate, receiving-authority acceptance, lawful account owner, originals, signature, appearance, interview, biometrics, fee authority, payment, passport, border, decree, decision and collection stages before any act. Never share or automate applicant, employer, sponsor, representative, mission, portal, one-time-code or payment credentials.
