Filing boundary
Cyprus has no verified reusable public filing, payment, status or decision API across immigration routes. Channels are route-, authority-, actor-, account-, date- and source-health-specific. This catalogue is research-only; monitoring is not configured and no operational pack, portal action, payment or submission is activated. Treat an automated gov.cy 403 as unresolved source health, not withdrawal or permission to use stale text; recheck the official page, date and controlling law. Apply Refugees Law 115(I)/2026 from 12 June 2026 with its repeal, savings and transitions. A pending matter may retain an earlier step while later steps use the new law, and guidance may lag. Reconcile enacted text, commencement, transition, instructions and case stage for the event date; never infer a procedure or outcome from a page update. Cyprus is not fully integrated into Schengen. Its visas remain national; a visa, exemption, evaluation milestone or EU notice creates no Schengen admission, residence or work right. Do not infer EES applies in Cyprus or collect or describe an EES step from EU rollout alone; require controlling Cyprus-applicable authority for the event date. The residence-renewal service launched 6 July 2026 is a CY Login channel limited to listed permit classes and renewals. Employee, employer and authorised-representative roles are distinct; an account or role creates no standing or authority and transfers no credentials. Initial applications and required originals, identity, photographs, biometrics, signatures, attendance, interviews and card collection remain outside or personal. Upload, payment, message or receipt proves neither filing nor approval. The Republic of Cyprus is the recognised EU Member State. Protocol No 10 suspends the acquis where it lacks effective control. The Green Line permits regulated crossings; it is not an EU external border and creates no separate recognised country, authority, status or filing system. Do not treat the unrecognised administration as Republic or EU authority or infer Republic service, jurisdiction, title, residence, entry or work rights outside effective control. Keep Republic-controlled territory, the UNFICYP buffer zone, Sovereign Base Areas and areas outside effective control distinct. UNFICYP access is not immigration permission. SBA law governs within the Bases; some work-permit or status interactions depend on Republic action. A crossing or one authority's act proves no status elsewhere. Entry, residence and work are separate. Labour Department, employer, Migration Department, district or police steps, professional recognition, tax and social-security duties remain route-specific. EU or EEA citizens and qualifying family use MEU routes distinct from third-country routes. Citizenship, passports and civil registry are separate from immigration status. Current naturalisation rules effective 19 December 2023 and M127, M125 and M121 routes retain separate grounds, evidence, authority and personal stages. Protection follows current law; narratives, evidence, interpretation, interview, credibility, biometrics, non-refoulement, return and appeal need trained human handling. Temporary protection is extended to 4 March 2027 for existing beneficiaries; that extension does not admit a first-time applicant or replace their personal application stages. Do not answer for a person, infer outcomes or auto-transmit sensitive data. Cyprus was absent from reviewed UN party tables for the 1954 Statelessness Convention and 1961 Reduction Convention on 16 July 2026. UNHCR RIMAP does not establish a domestic statelessness-determination procedure, actor, channel or remedy; fail closed until domestic authority proves one. Apostille applies only when issuer, document, Cyprus authority, destination and Convention relationship qualify. Online validation validates an issued apostille; it does not issue one or prove content, translation, effect or acceptance. Copies, translation, authentication and legalization remain distinct. Representation requires verified Cyprus Bar standing, informed mandate, accepted authority role and procedure-specific proof. It transfers no account, credentials, payment authority, signature, declaration or personal stage. Recheck affidavit, certification, translation and regulated-professional requirements. Permitted support is reviewed source ingestion, human-approved intake, checklists, OCR, extraction, translation and authentication planning, drafts, pre-fill, completeness review, upload-ready packets, reminders, official links, receipts and attorney collaboration. Do not create accounts, submit, pay, poll or collect decisions unattended; handle credentials, OTPs or CAPTCHAs; auto-sign, impersonate or declare; replace originals, biometrics, testimony, interviews, oaths, attendance, border or court acts; or make autonomous eligibility, admissibility, work, citizenship, protection, return or legal-advice decisions.
Representative participation
Representation is route-, authority-, actor-, account-, date-, source-health-, standing-, mandate- and personal-stage-specific. Verify the lawyer's current Cyprus Bar Association directory status, disciplinary and practice standing, conflicts, territorial and subject-matter competence, the client's informed mandate, and the receiving authority's accepted representative role and proof of authority for the exact procedure. A directory result, retainer, employer role or power of attorney does not create or transfer an applicant, employer, CY Login, Migration Department, Asylum Service, Foreign Affairs, mission, district, police, court or bank account, credentials, CAPTCHA answers, one-time codes, payment authority, signatures or personal declarations. Counsel may prepare, review, organize and pre-fill material within the accepted mandate, but may not impersonate another person; auto-sign; invent or replace testimony; submit a personal declaration; or replace identity checks, originals, photographs, fingerprints, biometrics, interviews, oaths, border events, court attendance, personal service, delivery or collection. Confirm separately the current status and statutory role of any certifying officer, translator, affidavit-taking officer or other regulated professional when required; Cyprus does not support treating a generic notary label as universal authority. An appointment, upload, payment, receipt, visa, entry record, renewal message, labour act or apostille validation does not prove filing of another step, admission, residence, work authority, citizenship, protection, approval or representative authority. Recheck current law, transition, territory, route, authority, actor, account, mandate, form, evidence, translation, authentication, fee, channel, deadline, receipt, decision and remedy before action.
