The mandatory free e-Ticket is not a visa, admission decision or status. Visa need, exemption, consular jurisdiction, passport, purpose and admissibility require matter-time review. MIREX says 10-20 working days for visas while its 2026 charter says 15; confirm live timing. A complete checklist does not guarantee approval. RS and NM1 holders have separate DGM stages after entry; a visa, tourist card, exemption or receipt grants no work, residence or admission. DGM routes are mixed-channel: online steps and some payments are followed where required by originals, medicals, photographs or biometrics, appointment, appearance, card issuance and collection. Ninety days without user action expires an application. The Spanish RT-9 page says 90 working days, the English page says calendar days, and Spanish fee text conflicts on medical thresholds of 13 and 10; never hard-code timing, age, fee or intake status. March 2026 DGM guidance says RT-3 renewals do not count toward permanent residence; change to RT-9 and five RT-9 renewals are required, subject to confirmation. Resolution DGM-001-2026 controls TT-1 renewal requirements; DGM-003-2025 eliminated cash payments. Tourist extension, overstay payment, permits and residence categories are separate. SIRLA is an employer-requested certification validating a job offer, employer registration and Labor Code compliance for a foreign-worker visa. It is not work authorization, a visa or residence. Assigned employer, applicant, sponsor and institution duties remain separate. The 27 October 2024 Constitution controls over MIP pages still citing 2015. Naturalization, nationality evidence, civil registration and immigration status are distinct. Ordinary, marriage and privileged naturalization have different grounds and personal stages; a representative cannot turn portal completion into a grant. MIP's acta inextensa request must be reconciled with JCE Resolutions 09-2025 and 14-2025 and the unified act format effective 1 July 2025. A no-nationality certificate is not a statelessness determination. CONARE alone decides refugee claims; MIREX presides and ONR at DGM is intake and technical secretariat. The procedure is personal, confidential, free and needs no intermediary. UNHCR supports but does not receive or decide the state application. Current ONR attestations renew every 30 days and do not authorize work; reconcile current practice with Decree 2330. The country is party to the 1951 Convention and 1967 Protocol, is not listed as party to the 1954 Statelessness Convention, and signed but did not ratify the 1961 Convention. No standalone public statelessness route was verified. Protection, detention, removal and urgent deadlines need qualified human review; never auto-transmit a protection narrative. Apostille and legalization are document- and destination-specific. MIREX still lists Austria, Belgium and Germany as objection exceptions, but HCCH records show Belgium withdrew on 8 March 2019 and Austria on 30 January 2023; Germany remains. Use current HCCH bilateral status. Apostille authenticates origin, signature, capacity and seal, not content, translation or route eligibility. DGM Resolution 2-2012 and each authority control representation. No lawyer, gestor, employer, sponsor, family member, AI system or platform has universal authority. Accounts, declarations, signatures, originals, interviews, medicals, biometrics, border inspection, oaths, appearances, fee authorization and collection remain with the assigned actor. Never share credentials or treat an upload, receipt, certificate, card or portal result as approval. Court-portal availability varies by tribunal, service and profile; 2026 data shows most filings remained in person. Law 172-13 does not prove a universal data authority, public API or unrestricted cross-border basis. NORTIC A7:2025 is a public-administration security standard. The 2025 AI bill and June 2026 DIGETEG proposal are not enacted. The free minor-exit beta is historical; confirm the current 90-day portal product and fee. Passport-only TSS reporting creates no SDSS contributions or benefits. Company, RNC, investment, tax, customs, social-security, land, licence, professional and immigration approvals remain separate; Law 30-26 and current authorities control older summaries. This release activates no pathway, eligibility decision, form-preparation pack, monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice or government submission.

Representative participation

Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health- and personal-stage-specific. Applicants may act personally where permitted and may engage a verified Dominican lawyer for scoped review or representation, but no lawyer, gestor, employer, sponsor, family member, AI system or platform has universal filing authority. DGM Resolution 2-2012 requires the lawyer's route-specific power and professional identification; MIP and DGM pages permit third-party action only for named routes and accepted legalized or certified notarial mandates. Verify current bar standing, scope, mandate and receiving-authority acceptance. A mandate does not transfer credentials or replace any identity-bound account, declaration, signature, original, passport, medical or police evidence, interview, biometric or photograph, personal appearance, border inspection, oath, fee authorization, decision or collection stage assigned to the applicant or another actor. Never share credentials, impersonate an account holder, initiate government payment, or treat an upload, receipt, certificate, visa, permit, card, civil record, apostille or court registration as approval of another status. Recheck current authority, standing, mandate, evidence, signature, fee, channel, deadline, receipt, decision, stay and remedy before action.
