MOI residence requires a competent office and foreign-currency conversion evidence. Ordinary-residence guidance is a narrow historical class; do not generalize it. Nationality requires Constitution Article 6, amended Law 26/1975 and exact route. Marriage, residence, property, incorporation or investment gives no automatic nationality; investment citizenship is discretionary, security-reviewed and Prime Minister-controlled. Protection is in transition. Law 164/2024 is enacted. Prime Minister Decision 1568/2026, published 21 May 2026, had not reached its three-month commencement on 16 July 2026; its card transition preserves qualifying UNHCR documents. Keep current UNHCR registration, RSD, appeal and MOI residence until official operational handover; do not activate the future committee early. Protection is personal, confidential and free. Never invent, rewrite or score testimony, credibility, exclusion or return risk. Civil, family, court and notarial routes are authority- and document-specific. Egypt is not party to the Apostille or Intercountry Adoption Conventions; use applicable legalization and never call alternative-family care adoption. Economic Courts coverage is limited; Cassation database is research, not trial filing. Preserve Service Convention objections and the Justice Ministry central-authority route. Registry or receipt proves neither mandate nor court acceptance. Labour Law 14/2025 is current; Ministry material still contains Law 12/2003 wording and foreign-worker pages needing reconciliation. Recruitment, arrival, directorate, employer, Egyptian-assistant, experience and syndicate stages are distinct. Percentage ceilings have exceptions and must not be automated. GAFI's English Companies Law copy stops at an old amendment level; current Arabic controls. Incorporation, licence, tax, banking, work and residence are separate. Tax, customs and trade need chronology. ETA indexes can mix repealed and current laws. Customs Law 207/2020 and Decision 430/2021 govern with amendments. Nafeza account, ACI, ACID, CargoX upload, declaration, inspection, payment and release are separate. Law 4/2026 supersedes earlier Importers Register proposals and parts of old Law 121/1982; its old English copy is unofficial and Arabic controls. Origin, preference, tariff and access depend on product, agreement, evidence and authority. Land and funds rules are fact-specific. Foreign ownership under Law 230/1996 has exceptions; agricultural, Sinai, border, desert and strategic land need separate review. The official real-estate platform offers leads, not title assurance. Property or capital creates no immigration result. CBE Law 194/2020 and current rules govern banking and FX; KYC, account and transfer acceptance are bank decisions. No account, conversion, transfer or repatriation outcome is guaranteed. AML requires authorized humans. Law 80/2002, MLCU, CBE and sector supervisors control; FRA Decision 161/2024 replaced earlier consolidated non-bank control. Never infer a universal beneficial-owner threshold, decide suspicion, file or reveal a report, or create background monitoring. Data law and Decision 816/2025 have a one-year transition around early November 2026. PDPC guidance is guidance, Arabic controls notices, and no GDPR-equivalence or general Egyptian AI-law claim is made. Equivalency, professional registration, work permission and residence are separate. SCU may require originals/courier; Engineers registration may require attendance; Bar guidance is paper, not a live roll. Recheck Arabic Gazette, commencement, amendments, source health, translation, route, authority, actor, account, mandate, form, originals, legalization, signature, appearance, fee, deadline, receipt, stay, decision and remedy. Stop on stale or conflicting sources, unknown dates, unsupported channels or requested government action. This catalogue creates no operational pack, representative filing, portal action, payment, transmission, monitoring, decision or legal-advice capability.
Representative participation
Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health-, language- and personal-stage-specific. The Egyptian Bar Association page describes a paper register, enrolment certificates and personal or accepted special-power verification channels; it is not a reusable public nationwide lawyer-status, discipline or filing API and does not by itself prove identity, current standing, subject competence, engagement, authority acceptance or a valid mandate for this matter. Verify the lawyer and any sector professional with the issuing body and receiving authority; record informed scope, conflicts, fees, communications and the exact accepted power. An applicant may act personally only where the authority permits, but no lawyer, adviser, employer, sponsor, family member, AI system or platform has universal authority to prepare, sign, pay, appear, file, transmit, monitor, collect or decide. A mandate never transfers passwords, CAPTCHA answers, one-time codes, digital identity, e-signature or bank authority and cannot replace an identity-bound account, declaration, signature, original, Arabic translation, legalization chain, interview, biometric, medical, security, police or financial evidence, spouse or principal attendance, border inspection, payment authorization, oath, decision, receipt, document or collection stage assigned to the applicant or another actor.
