Guadeloupe is a French article 73 DROM and EU outermost region under TFEU article 349; it is outside the Schengen Area, inside EU customs territory and outside EU VAT territory. Article 73 and CESEDA apply national laws and code books de plein droit subject to express Guadeloupe and overseas adaptations; do not infer that metropolitan France processes or channels apply unchanged. CESEDA L.441-3 makes listed metropolitan/DROM residence titles portable for stay, not work; work requires exact L.5523-1, L.5523-2 and L.5523-3 analysis. The 26 July 2011 order controls Guadeloupe short-stay entry documents, territorial visa validity, exemptions and controlled crossing points. France-Visas says a Schengen visa alone does not authorise Guadeloupe entry and combined Schengen-France/Guadeloupe travel may need two distinct visas. CERFA 15934*01 is the published overseas visa form, but verify the current edition, competent post or provider and checklist. Online preparation does not remove passport, original, appointment, biometric, interview or consular stages. Pointe-à-Pitre handles local immigration intake. The registered-mail fallback observed since 15 December 2022 requires demonstrated inability to obtain an appointment, a complete dossier, registered post and copies, not originals. ANEF covers only named routes verified in current local notices, including specified resident-card renewals, medical and vulnerability routes, parents of French minors, nationality by decree and listed protection documents; it is not a universal Guadeloupe channel. Work authorisation is employer-filed and separate from the worker's visa or residence application. Nationality by decree has used ANEF locally since February 2023 and retains a personal assimilation interview and ceremony. A 2024 Guadeloupe statement that declaratory nationality routes should join ANEF in 2026 is prospective, not launch evidence and is excluded from operational sources. Guadeloupe's asylum phone platform routes applicants to pre-registration and the physical GUDA. CESEDA R.591-3 to R.591-5 are conditional enabling provisions; R.591-4's shortened procedure applies only after a motivated ministerial order fixes the date, and no current activating order was verified on 18 July 2026. Do not activate it from the code alone. Separately, the order of 12 June 2026 applies the R.531-17 technical process in Guadeloupe to claims registered on or after 1 July 2026. The June 2026 Pact decrees, registration order, OFPRA unified form and CNDA rules have distinct event, cohort, notification and transition gates from 12 June 2026. For covered post-12 June 2026 cases, CNDA's normal appeal period is one month and the accelerated or irreceivability period is 10 days; verify the served decision and applicable cohort. CESEDA L.651-3 changes Guadeloupe OQTF litigation; never import a metropolitan deadline, suspensive effect or remedy. No open public developer filing, payment, standing, mandate, legal-update or reusable case-status API was verified for the prefecture, ANEF, France-Visas, OFII, OFPRA or CNDA. Never collect, share or replay passwords, strong-authentication sessions, CAPTCHA answers, one-time codes, declarations, signatures, payment instruments or identity-bound sessions; automate no login, status polling, appointment, payment, filing, submission, authority contact, complaint or appeal. Identity, passport and original review, translation or legalisation, biometrics, interview, testimony, signature, attendance, collection and border inspection remain human-controlled. Fees, fiscal stamps, provider charges, exemptions, payee, refund, currency and method are live route-specific facts; initiate no government payment and encode no amount without current verification and human authorisation. Protection facts, credibility, exclusion and return risk require confidential human legal review and must never be invented, scored, predicted or transmitted automatically. Stop on stale, inaccessible, conflicting, future-only, proposal-only or guidance-only material, missing territorial proof or facts, unsupported access or requested authority action.
