Decree 44-2016 and current instruments control. IGM-015-2025, IGM-016-2025 and IGM-017-2025 replaced the 2023 visa, residence and ordinary-status rules. IGM republished them in 2026, but official notices conflict on whether their effective date was 7 or 8 October 2025; resolve the Gazette text, transition and event date. Decree 95-98 is superseded; Code article 234 regularization expired absent new authority. Visa, admission, stay, residence, pending-case travel, work authorization, civil registration, nationality and protection are separate. Visa A/B/C depends on nationality and document; a visa permits travel to seek entry and does not guarantee admission. A pending residence case may permit stay, but return needs a separate visa and creates no work right. Guatemala, El Salvador, Honduras and Nicaragua comprise CA-4; first entry and the regional clock control, inner-border movement does not reset stay and Category C movement is not automatic. CA-4 movement grants no residence or work permission. Residence and MINTRAB work authorization remain separate. Acuerdo Gubernativo 178-2025 became effective 10 October 2025 and repealed Acuerdo Gubernativo 528-2003 for dependent-employment permits. The government transaction catalogue still citing 528-2003 is quarantined; reject its fee, timing and requirements. Reconcile the current AG 178-2025 text, worker, employer, contract, exception, PEX instructions and status. PEX and immigration status are distinct; a dependent-employment permit creates no self-employment right. Refugee requests at the border or DRER require confidential human fact development. DRER supports CONARE; the Authority Migratoria Nacional decides. Never invent, score, predict, publish or automatically transmit testimony, credibility, exclusion, trafficking, vulnerability or return-risk facts. The extension portal is not initial asylum filing. Notices and remedies are route-specific. Never calculate a deadline, forum, suspensive effect or remedy without the actual served decision, date, legal basis, current rule and competent authority. Personal appearance, notarial acts, original or authenticated records, translation, deeds, signatures, seals, passport review, biometrics, interviews, oaths, bank payment, collection and border inspection remain human stages. Public portals and forms are human services, not reusable APIs or unattended-action authority. No open public API was verified for legal updates, eligibility, filing, payment, standing, mandates, protection or court status, decisions or submission. Never share, replay or automate passwords, one-time codes, CAPTCHA answers, sessions, certificates, declarations, signatures, payment instruments or account-holder actions. Do not automate login, account creation, identity proofing, appointments, upload, payment, submission, service, polling, appeal, collection or authority contact. Decree 47-2008 does not make every migration, civil, family, court or notarial act electronically acceptable or transfer signer control. No comprehensive general data-protection statute was verified. Decree 57-2008 is limited public-sector law. Initiatives 6464, 6103, 5921 and 6572 remain proposals, as does cybersecurity Initiative 6347; none is enacted. Wayfinder must establish lawful basis, consent, data roles, minimization, access, retention, security and transfer safeguards, especially for identity, biometric, protection, trafficking and child data. Anti-Money-Laundering Decree 15-2026 was enacted but does not take effect until 17 September 2026; legacy AML law controls until then. Nationality routes are separate; residence, marriage, parentage, regional birth, business, employment or RENAP registration alone completes none. Conflicting RENAP domicile guidance requires current confirmation. Fees, tariffs, exemptions, payee, method, refunds and times are route- and date-specific; do not hardcode old terms. Recheck law, source, authority, route, actor, account, standing, mandate, form, evidence, authentication, personal stages, fee, deadline, decision and review on the action date. Stop on stale, conflicting, proposal-only, future-only or guidance-only material, missing facts, unsupported access or requested government action. Human-reviewed staged updates require citations and legal approval before publication. This catalogue activates no pathway, operational form pack, eligibility or fee engine, representative filing, portal action, payment, transmission, monitoring, legal advice or government submission. Representative participation
Representation is route-, authority-, actor-, account-, professional-standing-, mandate-, date-, form-, notice- and personal-stage-specific. A Guatemala lawyer's colegiación and habilitación must be checked in the live CANG directory immediately before professional action; a directory result does not prove identity, immigration competence, conflicts clearance, engagement, mandate, notarial capacity or acceptance by IGM, MINEX, MINTRAB, RENAP or a court. The exact procedure controls whether an applicant, guarantor, employer, person who procures, mandatary, notary or active-bar lawyer may prepare, present, receive notice or seek review. A named persona que procura is not automatically counsel or a universal agent, and counsel status alone does not supply a legally sufficient mandate or public deed. Verify current standing, role, authority, signature and seal requirements, mandate form and registration, recipient, scope of authority and every personal act. The matter owner may prepare a matter and add counsel later, but an invitation, workspace access or per-matter payment creates no representation or government authority. The lawful account holder retains credentials, passwords, one-time codes (OTPs), CAPTCHA responses, identity videos, DPI or passport images, electronic-signature certificates, declarations, testimony, signatures, payment instruments and authenticated sessions. Representation does not replace facts, originals, certification, apostille or legalisation, Spanish translation, identity proofing, personal appearance, biometrics, interview, oath, notification, bank payment, collection or border inspection. No reusable public standing, mandate, filing, payment or case-status API was verified. Wayfinder may organize evidence and prepare source-cited drafts for human review only.
