Filing boundary
Research-only coverage. Cambodia has no universal public immigration, nationality, protection, employment, consular, payment or legal filing API. The 1994 Immigration Law and Sub-Decree 30/1996 remain baseline sources but require later-instrument, amount, procedure and current-practice review. General Department of Immigration, Ministry of Interior, MFAIC missions, MLVT, employers, accommodation providers, applicants and protection authorities operate separate channels. e-Arrival bundles immigration, visa-on-arrival request, customs and health forms but does not itself issue a visa, authorize work or decide border admission. e-Visa, v-Pass and FPCS are separate actor-specific systems. The PRC-passport 14-day visa waiver applies only from 15 June through 15 October 2026. Legacy Tourism guidance conflicts on fees, domains and ports; current route and authority sources control. Mission visa classes, competent post, fee, currency, method, passport handling, appearance and interview rules differ. The 1997 Labour Law is the foreign-work baseline. FWCMS is credentialed and assigns distinct employer, quota, worker and account roles. MLVT Notification 22/24 of 12 August 2024, current Prakas, fees, status and immigration requirements must be confirmed together; no older manual may substitute for the current procedure. The 2018 Nationality Law is the baseline and must be read with the July 2025 Article 33 constitutional amendment, the Law on Amendment to the Law on Nationality dated 5 September 2025, and Sub-Decree 225 of 1 December 2025. The Constitutional Council English text and other English translations are currentness-sensitive and unofficial where identified; enacted Khmer controls. Sub-Decree 224/2009 governs the located asylum process: Ministry of Interior intake, claimant-signed form, personal interview, evidence, decision and appeal remain personal or authority-controlled. Cambodia acceded to the 1951 Refugee Convention and 1967 Protocol on 15 October 1992. Its absence from current 1954 and 1961 statelessness-convention participant lists is treaty-status evidence, not a domestic route or eligibility rule. No Cambodia-specific UNHCR public filing portal was located. Broader-law currentness is source-specific. The 1989 Marriage and Family Law and 2002 civil-status decree require Civil Code and transition-law review. Parts of the 2001 Land Law were modified or deleted when the Civil Code took effect on 20 December 2011; private units in co-owned buildings are distinct from land ownership. The current investment framework is the 2021 Law on Investment with Sub-Decree 139/2023. The current tax baseline is the 2023 Law on Taxation, not the superseded 1997 tax law. The 2007 AML text is superseded by the 2020 AML/CFT law and current CAFIU directives. Competition legislation was enacted in 2021 even where an older page calls it a draft. The 2015 official cybercrime notice describes the early bill as a draft and on hold; no later enactment was verified in the reviewed sources. Official April 2026 records say personal-data-protection, ICT and digital-government laws remained drafts. An official 4 March 2026 record says the Cybersecurity Law and Law on Post were still being formulated. None may be treated as enacted without a later official instrument. Cambodia is not an Apostille Convention party as of the HCCH status review dated 30 June 2026, but is party to the 1993 Intercountry Adoption Convention; authentication and legalization remain document-, destination- and authority-specific. Supreme Court online decisions are incomplete, and the Council of Ministers Gazette archive shows visible coverage only for 1998-2018. Public trademark search excludes pending marks, and the IP agent list is dated 2024. MOC/IP, GDT, Customs, MLMUPC, ACAR and FWCMS browser portals are credentialed and do not establish public APIs. No verified open nationwide parcel-title or owner search, beneficial-owner API or national notary roll was located. A professional register proves only recorded status, not immigration authority, client-fund handling, portal delegation or data-reuse rights. Identity, consent, originals, translation, legalization, signature, attendance, biometrics, interview, fee authority, payment, passport, border, oath, decision and collection stages remain actor- or authority-controlled. No source monitoring is configured; review is manual only. This research-only release activates no pathway, eligibility decision, form-preparation pack, source monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-, authority-, post-, actor-, account-, mandate- and personal-stage-specific. The Law on the Bar and the Bar Association directory support verification of a lawyer's professional status, but professional status, a retainer or a power of attorney does not create universal immigration, nationality, asylum, labour, consular, payment or portal-filing authority. Sub-Decree 224/2009 allows limited asylum representation while preserving the claimant's signed form, personal interview, evidence and appeal stages. Employers and authorised company users control FWCMS quota and work-permit functions; accommodation owners or managers control FPCS reporting; travellers control e-Arrival and e-Visa accounts; missions control post-specific visa submission and passport handling. Parent, guardian, sponsor, host, employer, accommodation provider, lawyer and applicant roles are not interchangeable. Confirm current route law, mandate, Bar standing, receiving-authority acceptance, lawful account owner, originals, signature, interview, biometrics, fee authority, payment, passport, border and collection stages before any act. Never share or automate applicant, employer, sponsor, representative, mission, portal, one-time-code or payment credentials.
